Strategic planning to get off the juice

This op-ed appearing in today's Renewable Energy World suggests some strategies to help us through the difficult ups and downs of our national (if not global) transition from fossils to renewables. It's getting harder to see how we can make that transition smoothly (i.e., without rioting when the fuel shortages really hit) without some sort of coordinated governmental policy, i.e., more regulation. Rather that than chaos.
